do you think my aircon is working ok?

Hi all this mybe a silly thing to ask/do when the outside temp is -3 and inside temp is set to 16 deg the air blowing through the vents are warm but in the summer 16 deg the air blowing is cold is this normal or do you think somthing is wrong??
also when i switch between econ and auto i can't hear is engine drop indicating the compressor is coming on it's a A4 1.8 cab iv'e been told because it's got climat control they do weired things what do you guys think??

If the temp in the car is less than 16C then it will blow warm, if the temp in the caris more than 16C it will blow cold, the system will bring the cabin temp. to whatever you have set on the CC
