that will be water coming into the car via the door window panel (metel panel that bolts to the inside of the door with window motor attached to it) there is a seal around it that tends to leak, if it's your drivers seat belt most likely your driver door is causing the problem

Yep - I've had this. It's easy to check - just get a pal to pour a jug of water against all closed doors and windows ...... and look for water coming out of the bottom of the door trim and dripping over the thresholds onto the carpet. (Note: damp carpet in the front passenger footwell could be a plenum drain problem).

If it's a door seal problem - remove the trim and remove the bolts securing the inner steel subframe/pan (which supports the window actuators etc.). This inner steel sub-frame/pan has a perimeter gasket/seal which sometimes fails. The easiest fix [not a bodge] is to run a bead of good quality clear polysulphide sealant around the underside of this sub-frame/pan, bolt it back up, and wipe off any surplus .... then re-fit the trim etc. Mine have not leaked again (but keep an eye on your door drain holes etc.).
