So to ask a silly question, but how do you lock it off then so that nothing moves?

you don't, time the engine up with the marks then r+i the belt and tension it then rotate two full crank revolutions then check the belt tension and the timing marks.
If the pulley moves when fitting the belt use a holder to realign

If the toothed belt tensioning element is fully out, it must in its installed position, be pushed back with tensioning roller. This process can take up to 5 minutes. Too much force when pressing together can damage the tensioning roller.
Turn eccentric anticlockwise using pin wrench -3387- (lug -A- of eccentric must not be bent), until the locking plate -T10008- is not under tension and can be pulled out.

Turn eccentric clockwise in -direction of arrow- until a drill -2- dimension -a- can be pulled out between tensioning lever and tensioner housing.
    Specification dimension -a-: 8 mm
Hold tensioning roller in this position and tighten tensioning roller securing nut -1- to 27 Nm.

Tensioning roller from 08.00 (must be adjusted)
Check, using a drill -2- the dimension -a- between tensioning lever and housing.
    Specification dimension -a-: 6...10 mm
If dimension -a- is not achieved:
    Release tension on toothed belt
